Waist ;of the garment is measured straight across the top of the waistband then doubled.

Rise of the garment is measured down the middle from the top of the waist band to the bottom of the crotch.

Inseam of the garment is measured from the crotch seam down the inner leg to the bottom of the leg opening.

Hip of the garment is measured straight across from the widest area between the waistband and crotch seam then doubled.
